If driving, yes. Probably not otherwise.

In Georgia where I police the streets, you can be placed under arrest for DUI/drugs if you are driving. First, I would have to have a less safe offense that you committed. Then, after conducting some standardized field sobriety tests, I would determine that you were not under the influence of alcoholic beverages and I would request that you submit to a blood test. I would draw your blood, send it off to the crime lab and wait on the results. If they come back positive, then the charge is good for DUI/drugs. Now, if you are not driving, technically I can get a search warrant for your blood and have it tested. If the test comes back positive for any amount of marijuana in your blood stream, then I can charge you for possession of marijuana. This does not happen often though. It's way to much trouble than it's worth.

To answer your question, NO. I cannot get arrested for "under the influence" of marijuana, because I DO NOT smoke or otherwise use marijuana.
Now, can YOU get arrested for "under the influence of marijuana"? By the way you phrased your question, I'd have to say, it's possible.

Well, sorta, yeah.
In theory, you can only be arrested for actual crimes, but the police sometimes get a bit carried away.
I don't actually think there's such a crime as being under the influence of anything, but driving while impaired would include impaired by marijuana (as well as lack of sleep).
If you're just walking down the road, they might bootstrap it as "intent to possess marijuana" or something. I remember when I was a teenager a friend of mine was arrested for "suspicion of being a suspicious person".
Don't worry about what you can be arrested for. Worry about what will stick.
