A dozen is 12, a single is 1.
Maybe the guy couldn't make up his mind about whether to give a dozen or just a single rose. So he bought 13 and try to figure it out later. But by the time he's decided about the number of roses to give to the girl, he didn't want to waste the others, so he throw in the lot.
13 is a curse, maybe he is trying to curse her. What colour is the rose?

It was probably a mistake, unless the number 13 is somehow significant to this person. May you met on the 13th, or you were 13 when you met, or maybe he/she just likes that number. Why don't you ask this person?
