Hello
Does anyone know how to adjust the Rear drum Brakes on a 1993 Ford Festiva?
I'm replacing the drums but I can't figure out how to adjust the brakes. There isn't a adjusting wheel or screw to be found.

There is no manual adjustment, they are self adjusting. After you put everything back together, work the emergency brake several times to activate the adjusters.

There is no wheel so you can't do it. When the drum is put back on and the brakes are pressed, when the brakes open up too much the adjuster adjusts itself.
Install the shoes, put the drums on, then press the brakes slowly about 5 times and it should adjust itself.

Most drum brakes are self adjusting these days. After new pads/drums are installed working the parking brake lever 10 times or so should do it, but I'd check a manual to be sure.
