Yes...many people say one thing and mean the other. This is where reading people comes in. Watch the body language. Watch their actions. You know why? Because actions speak louder than words.

People are afraid of embarassment or rejection, this is why they conceal or lie about how they are feeling to test the waters. I do not know your exact situation but you can always confront someone one on one and challenge what they have said by saying do you REALLY feel that way or are you just saying that.

I am sure it is because our brains are wired differently. That and hormones, and what we think our roles ought to be.
If men had the bad PMS things that some (note I say some) women have with pain, cramps, and grouchyness, how many women would put up with us? Bloody damned few!
On the other hand, how many men would put up with a woman who belched, did little with raising kids, or anything else connected with femininity? Again, only a few.
So, it is partially what is expected, hormones, and what is called role expectations. People act according the the way they were socialized, at least to a huge point.
So that is my humble bit.
