I said some hurtful things and there is a chance for reconciliation. What are some of the best ways to say I'm sorry and I wish I hadn't have said what I did and act as I had?

Just say exactly what you just did here. "I don't know why I said those hurtful things. It was a terrible thing to do and I hope you can forgive me. I didn't really mean them. I was feeling scared/angry/jealous/whatever and I didn't mean what I said. I care about you and never want to hurt you." If there is any chance for reconciliation, that will be the best thing you could have said.

For now, tell him how you feel and be truthful.
Point out good things you've done and things you will do in the future.
Cook up his/her favorite meal and charm him/her up somewhere romantic.
Give him/her something to laugh about to break the ice and its always good to do a sexual favor to say your sorry.
