When you sweat your body is trying to cool itself and the sweat creates moisture to cool the skin the blood vessels underneath the skin dialate and release the heat in the blood that then makes your body sweat. When you are cold the blood vessels contrict holding the heat in. and when your hairs stand up that is from the tiny muscles attached conracting, pulling inward helping so heat cant escape, that why you get goosebumps too!

Heat regulation: the skin contains a blood supply far greater than its requirements which allows precise control of energy loss by radiation, convection and conduction. Dilated blood vessels increase perfusion and heat loss while constricted vessels greatly reduce cutaneous blood flow and conserve heat.
Control of evaporation: the skin provides a relatively dry and impermeable barrier to fluid loss. Loss of this function contributes to the massive fluid loss in burns.

well, when you feel cold, your body hairs get straight up (like chicken skin). its part of the things the skin does to help the temperature to stay the same.
when its too hot, you sweat to keep cool.
when you take a bath, notice what happens to your fingers and toes tips. this helps with impermeability of the skin.
