The under coat gets thicker especially if your dog is left outside in the winter

It gets thicker in the winter, as they grow a winter coat. Not sure about quicker.

yes they get a second coat in the winter and grows back 3X faster and in the summer it thins out and they shed alot

Yes, indeed. that is why the spring shedding is so abundant..Human hair grows faster in the winter, too..
