8. Insects can develop and when able,
they fly away.
9. Fish cannot survive for long in stagnant

Stagnant simply means that the water is not freshened by movement. Some creatures (like mosquitoes) actually prefer stagnant water for breeding. Some fishes (like carp) can survive anywhere, including a stagnant pool, as long as there are smaller things (like mosquito larvae or rotting vegetable matter) to eat.

mostly fishes don't develop in stagnant water but some insects drink the water and eat anything they can find like mosquitos they stay in stagnant water so they can breed quickly.

Stagnant water strictly means water that is without motion, so as long as there is enough dissolved oxygen in the water to sustain aquatic life, life will go on as normal.
If there is no oxygen available however, most multi-cellular life will not be able to cope. The environment is anaerobic and will sustain only bacteria that can live in this environment and other creatures (such as mosquito lava already mentioned) that get their oxygen directly from the atmosphere above.
Such environments are important in processes such as fossilisation and in the early stages of hydrocarbon formation.

Not all categories of fishes and insects developed in the stagnant water but those which are developed in the stagnant water is due to presence of dissolved oxygen there, coming out from different flora in the stagnant water, also they get there nutrition from different categories of micro and macro flora and fauna present within it.

I bet your kid found fishes in a flower pot. My neighbors kid found little fishes in her flower pot. Not the pot itself, but in the tray under it. The fish were not fish! They were baby mosquito's!
