You can't talk with your mouth closed, really. You can talk with your mouth open only slightly, and without moving your lips (which takes a lot of practice). You have to have your mouth open enough for the words to come out though. That's really not very far, and it's very possible to make it look like your mouth isn't actually open at all.

Are you talking about being a ventriloquist? Because that takes a lot of practise. It has to do with movement of the vocal chords in addition to specific movements of the tongue. Generally the teeth replace your lips when you are trying to talk with your mouth closed.

You wouldn't really "talk" since you wouldn't be able move your tounge, but you can use your vocal cords, so you make noises.
