This is all to familiar to me.....There was a lady about 4 houses down from me that had a zillion and one cats. I could smell the cat pee from my house! A lady from the neighbourhood went around with a petition, presented it to the city and they finally did something......they took all her cats away and condemned her house. It was so gross and infested from the cats that it was no longer livable. The house was tore down and the lady had to move and is only allowed to have a certain number of cats. She was an animal horder, and this is what your situation sounds like. She had cats inside, cats outside, cats everywhere, it was a nuisance because they would come over and rip open our garbage and the smell in the area was disgusting! You will have better luck if you have the neighbourhood behind you, than if you go at it alone. However, Animal Control would probably do something either way because there is no way she can properly care for that many cats, and I think, that you need a license in order to have an "animal shelter" if that's what she claims. It is inhumane to own more cats than you can responsibly care for. A lot depends on where you live, but some places have rules about the number of animals allowed per household. Here in PA it is a law that all domestic animals have to be immunized for rabies. These cats are not having a very good life. This sounds like a hoarder to me. Call you local SPCA, Humane Society or Health Code officer and inquire about your options. You would be doing the cats a favor.

Depending on what state you are in decides how far you can go with this.Cat hoarding is a mental problem and often the owner will not listen to you.But i urge you to try. (i worked in humane law for many years)
The city shelter your last resort, but they should get involved if you feel it is a health hazard to have the cats running around(which is true and I'm a cat rescurer and own 5 myself, but it's true). You can look into a Mobil clinic that does spay/neuter and get them alert to the problem. they will come in scoop up the cats, fix them and give them back. in reality there are not enough homes for the homeless ones, they don't want hers. BUT spay/neuter will stop more from being born, and stop the smell. They will also take sick ones and if there are many sick, you in fact helped get the cats out and they will get nursed back to health or if too sick put to sleep. BUT at least it would be better than having them suffer. that's the worst Case scenario.
If there isn't a Mobil spay/neuter truck in your area, get involved. Tell your congressman that trap/neuter/release of cats and or stray dogs will in fact help lower the overpopulation of unwanted cats and kittens. and comes in handy for hoarders. I hope this info helped a bit......good luck

There are laws concerning how many pets one household can have. Most states allow 3 pets per household. Anything more is illegal. Check out what your state/city/county allows...I am SURE it is NOT 35. You can report her to the local humane society or SPCA, animal control etc. They will come and confiscate the cats from her. Especially if she is not caring for them and letting them roam the neighborhood. Are these cats neutered?

This lady sounds like a hoarder.
They think they are helping the cats, but in reality they are taking on more than they can afford to take care of.
Please call your local Humane Society and tell them about the situation.
Those cats deserve to be given a chance at a good life and even though she may THINK she's giving that to them, she's not.
She's doing more harm than good.

Call the local humane society with your concern. She could very well be a hoarder. It's good you are concerned, hopefully your local shelter will help out and make sure the cats are taken care of and find good homes.

you could contact your local ASPCA and inform them of the cat hoarder...or contact humane society, and if none of this is available have the cops check it out, or have them send the public health officials. Generally these type of people have special problems and don't think they are doing anything wrong.

Call the ASPCA. Maybe they can arrange for a "neuter and release" program for her. It sounds like they may not be fixed and will bring more kittens to life in the spring.

CALL ANIMAL RESCUE...if she has that many cats, then there is a very good chance that she will not be able to care for all of them properly.
