blimps try to achieve neutral buoyancy so that they may use their on board engines for lift and forward motion.

They are like a large balloon filled with helium. they will rise on their own provided the weight of the envelope and machinery is less than the lifting capacity of the helium.

They work exactly like a hot air balloon.
They have a burner which heats the helium inside the balloon, making the helium move faster, less dense, generating lift.
