Well, judging by the fact he's flirtatious, he may not be interested in having a "steady" girlfriend. He may think you're cute, but I don't think he wants it go much further than that.

My honest opinion is that if he cares enough of your opinion to ask you that question he values you.
I say this is a sign that he may be interested. Keep up the conversations and give him opportunities to ask you out. If he does not you may consider making that move yourself.
These days it should not always be put on the guy to ask the girl out. It is hard to do and it shouldn't matter who is asking who.

No. If he is your friend, then that means he is interested in you as men and women are never destined to be just friends.
If he asked you what do you think of him then he wants to know what you think of him.

Well, it depends.Either he is interested in you as a date, OR he values your friendship and opinions so he's asking you if you think another girl might like him. Tell him you really like him and tell him his good qualities. Then, if he asks you out, you'll know.
