Because, the universe works by carefully designed physical laws, all of which need to be in effect to add to the realism of this simulation. If the liquid in the soup were able to boil at a lower temperature, it could play havoc with everything else that used liquid, or it would require exception code, which would bog down the processor, making the Sim either run slower, or to get a bit jumpy in the sensory feeds. I myself would find it annoying if I went to boil soup, and then noticed the video getting jumpy, or lag when trying to talk with someone.
