Sure you can. It does not mean you can use it legally in all 48 states though. Each state had different laws concerning matters like this. In Georgia, it's illegal to use a police scanner if you are committing a crime. Otherwise, listening to a scanner here is OK.

Depending on the state laws you can use one in that State....Your best bet though is to get a radio operators licence so you can use a police scanner in states where they are illegal

I used one for a long time OTR but it's illegal and if they see it@ a chicken coop.they'll give U a ticket and take it away! Same with a radar detecter.

I used to drive OTR, and I submit that they can now detect them when you drive through some weigh stations.
