You can do sit-ups until the cows come home and it will only marginally help. Most people that do any type of regular exercise typically have well developed abs, they are just covered up by a layer of fat. To get the flat, muscular, hard stomach that you describe, well you probably have it already, you just need to lose the fat by building more total muscle mass on your entire body and performing appropriate fat burning cardio workouts. Read the following paragraph to determine appropriate heart rate guideliness for cardiovascular training.

Generally, if you are healthy with no significant medical history and you are not considered geriatric then the general formula is as follows: 220 bpm (beats per minute) is considered the maximum attainable heart rate for this equation and supposedly you lose 1 beat attainable per year of your life. So subtract your age from 220 and then find a range of 60% to 80%. So if you are 20 years old do the following. 220 bpm - 20 (age) = 200 bpm. So if you are 20 then 200 bpm would be your theoretical maximum heart rate, if you were 30 it would be 190 bpm, 40 then 180 bpm and so on. Then find out the range. 60% of 200 is 120 and 80% is 160. So if you are doing cardiovascular training you would want your heart rate to be somewhere between 120 and 160 bpm. To break it down even further. Cadio with an emphasis on fat burning would be the 60% to 70% range so 120 bpm to 140 bpm and high level cardio for high level endurance would be the 70% to 80% range so 140 bpm to 160 bpm. Training above the 80% range on a regular basis may be harmful to your heart and is really quite unnecessary unless you are a worldclass athlete.

When you get to 10% you will look like an athlete.

To reduce your body-fat levels exercise regularly and cut your calorie intake to 500 calories below your BMR. Weighing scales often have body-fat monitors these days, if yours doesn't the scales at your local supermarket will.
