The only way to make water boil faster is to use more heat. Although Cold water will boil faster that Hot water. It has something to do with how quick the change in temperature happens. Just like Hot water will freeze quicker than Cold water.

It takes the same amount of time for cold or hot water to boil. Hot water will not boil faster. Put a lid on the pot and crank up the heat.

Start out with hot water from the tap, a touch of salt or not and put a lid on the pot or pan if that is what you are using. And turn up the heat.
