This happened to me last month. There had been a storm and the repair guy said it was probably the lightening. It was the phone that was broken. The internet was still working. Had to buy a new phone and then worked fine.

On your answering machine... check to see if the "PLAY" button is stuck in the "Down" position? I have experienced exactly what you're describing, and it was caused by my answering machine's "PLAY" button being stuck. Check it out.
