Paypal is free to sign up, but everytime you receive money through them whether a credit card or check payment, they charge you transaction fees (more if the payer is outside the US).
When you upgrade your account to Business or Premium accounts, you have to do certain steps of verification from:
- giving them your bank account number
- giving them your credit card number
- giving them your social security number
- allowing them to verify your location (through an automated system Paypal will call the phone number you gave them and you must give the 4 digit number being shown to you on the screen when you go through this verification process)

Yes paypal is free.. to set up an account anyway. If you are a seller then they charge you seller fees every time someone buys something from you. If you are a buyer there are no fees. You do have to have a bank account or credit card that's where they apply the money to or take it from. I don't think you have to be a certain age except that you have to be a certain age to have a bank account. Business / Premium whichever one is not as "high up" (for lack of better words) is free that's what I have. I am not sure about the other one though ... hope that helped! :)

I set up a free account with PayPal so that someone could send me money online. They let them put the money in the account, but since I did not have a bank account, they would not let me have access to the money.

if you pay for something its free, but if you are getting paid using pay pal its safe but do charge you a bit.
