Church affiliated chapels don't normally allow non-Christians to marry there, even if they are non-denominational, but they may make exceptions. I wouldn't blame them if they chose not to marry someone because it's almost like saying "we don't feel that we have any need to attend here any other day of the year but for the wedding, we want to use this buidling because we want to put up a front for our family who doesn't realize that we are not Christians". That may not be the case everytime but that is the vibe that generally comes across. Best thing to do is call and ask. However, it is out of line for anyone to complain because they don't agree with the chapel's rules if they are renting it "just becasue it's pretty" or "to appease the religious family members".
Chapels such as are prominent on every corner in Vegas accept anyone as long as you're willing to pay and abide by their strict rules.

It would depend very much on the chapel (there are, for example, interfaith chapels), the person officiating at the marriage ceremony, and so on.
And, of course, there's always those chapels in Las Vegas - they don't care what religion, if any, you are.

You can sometimes find chapels in your area that were built for and are rented out exclusively for - non-denominational weddings. You can even hire a judge to perform the ceremony instead of a clergyman.
