What is regarded as modest depends on the culture in which you live. I see the idea of dressing modestly as having three components:

1) dress in a way that respects the people around you

2) dress in a way that does not draw undue attention to yourself

3) dress in a way that is not provocative to others, including but not limited to the idea of being sexually provocative

I think there is room in concept of dressing modestly for style, good taste, and being generally attractive.

Cover the essentials basically. Which can easily be done in a non-scandalous manner.

There is a big difference between dressing modestly and dressing like a Puritan. Based on some of the answers, it sounds like some want to go back to Victorian times when it was considered improper to show anything below the chin. Seriously, you can have skin exposed and still look proper and decent.

Having the important parts covered, like a dress or shorts not being too short, tasteful. Not to look like I am wearing a costume. Decent. My opinion on that differs greatly from other people. I do not think that a five year old child should be running around in whitey-tightys either. I don't think that man's pants should be so tight that nothing is left to the imagination. I like to look good, but there is most definitely a line that should not be crossed in public. Inside your own home, anything goes!!

I think dressing modestly means wearing clothing that covers most of your private/sensual areas - no plunging necklines that reveal most of your breasts, no skirts that are so short that they show everything you own when you bend over - clothing that is not skin tight. Modest clothing basically does not call or bring perverse attention to you but makes others feel that you are attractive and respectable. Classy is not cheap. As Dolly Parton always says, it costs a lot of money to look as cheap as she does. Well, that is not modest. Don't know if that answered your question but that is how I feel.

Just kidding.

It means not going out of your way to wear the sexiest clothes or the most expensive.

(I don't consider wearing a bag over one's body dressing modestly but I do think a hajib is pretty modest.)

I usually wear longer skirts. I wear over blouses that fit loosely with higher necks and usually below elbow length sleeves. I find men treat me with alot more respect than the way I use to dress. And, I think my girlfriends have finally gotten use to my clothes. They dress in jeans and slacks, and use to say I always dressed up to make them look bad. I am not dressing up. It is how I am comfortable.

We humans need to get rid of our cultural and religious conditioning and all of the things we've been taught that separate us from being human. And then we can investigate what's right and wrong and realize true morality. I saw a show where many muslims in pakistan thought that female models (fully clothed with long sleeve shirts and pants) were being immodest and used as sex objects (!!). The U.S. thought that moving your hips while dancing was immoral in the 1950s; now, it's perceived as innocent. So ... it;s all COMPLETELY arbitrary. And we humans need to question and question and question and become FULLY human by doing this.

modesty is a lifestyle not an line item veto. when you try on an outfit, simply ask yourself two questions, what am i trying to say with this outfit, and would i be ashamed if jesus walked into the room and saw me in this. dressing in a provocative way only hurts you and others views of you.

The area covered is as important as well as the clothing material and fit. No breasts peeking out of clothing, no exposure of chest and thigh if not participating in a sport, no abdomen on display . . . actually attitude and actions have a lot to do with modesty as well. Being LDS, our standard of modesty is well defined by temple garments which are to be covered and not on display.

Don't dress like I am trying to entice someone....and most women do know how to do that. No see-through, low cut tops. No short, tight mini-skirts. No super expensive clothes.....modest prices but good quality.
