Maturity begins in the spirit just like everything else does. So he would have fruit of the spirit, love, peace, joy,long suffering, faith, gentleness, goodness, meekness and temperance. Mature to that level then you are ready for a wife or husband.

A mature man is one who knows who he is, loves his family more then himself, is not afraid to speak his own mind, is mature enough to admit he cannot do everything himself, and knows that he needs a savior, and is not so proud that he will not give himself over to Jesus.

Depends who is defining maturity. My opinion, it's not an easy task finding a mature man. You're better off looking for a mature woman.
