Leave them alone, don't pick them up at all, keep a watchful eye to be sure Mom is caring for them, make sure they are in somewhere where they can't wander off. Even with their eyes closed, they will wander. There's nothing personally you should do. mom knows what she is doing. She will clean them up and massage their bellies with her muzzle to stimulate the bladder and bowels to get them going. Don't be surprised if for the first bit she eats their mess. It's normal, she wants the area to stay clean for her new young. Don't handle them too often during the first few weeks, just let Mom care for them all the while checking in to be sure they are okay.

Offer your Shih Tzu some nourishing food. I offer my cats beaten egg yolk in a little evaporated milk & hot water after they give birth.
Make sure she has access to fresh water, leave down some dried food, make sure the room is warm & then leave her in peace to nurse her puppies & recover from the birth.

shitzues are very protective and mom will take care of the pups her self you need to watch mom see that she is eating ect... and clean up after the pups..
when they are old enough you can give them away or sel them then you need to get mom fixed........
at that time there will not be any more pups ect.....
