You have to stretch the paper.
To do this you need a wooden board, gum tape, and a basin or tub of water.
Make sure the board is clean and free of dust.
Fill the tub with cold water.
gently place the paper into the water making sure all areas of paper are completely wet. After a few seconds remove the paper and place it on the wooden board, taking care to make sure the paper is layered flat and doesn't have any crinkles. Gently smooth the paper out and make sure there are NO air bubbles under the paper.
Then take strips of gum tape and place them one at a time in the water and paste the tape onto the edges of the paper so the paper will be stuck to the board. Do this on all four edges of the paper, again being careful to remove bubbles from the gum.
Once this is done leave the board flat and let the paper dry.
If all went well the paper will dry and you will be able to paiont on the paper without it buckling or creasing at all.
Once your painting is finished let all the paint dry and then you can cut the paper from the board.
Occasionally the gum tape won't secure the paper or a rogue bubble will be under the paper which can lead to minor wrinkles but otherwise this is how you stop paper buckling.
Good luck.

I use standard card stock. I tape it to a board while I paint on it. I don't have any problem with it wrinkling while I paint on it, but once dry the sides do usually curl in/up. I put them in a page protectors in a notebook for awhile and now they are flat. Easy and cheap way to design. I do basecoat the entire surface before adding the design elements.
