WATCH A SPANISH CHANNEL, IT SURE HELPED ME, I TALKED TO A LOT OF SPANISH PEOPLE, AND ASKED THEM HOW THEY LEARNED ENGLISH, AND THEY SAID THEY WATCHED TV.

The best is way to learn a second language is to go and live in a different country. It is too bad that this is impractical for most people.
Things I have done to try and learn a new language.
Enroll in a beginners class,
buy a couple of children's books
If possible watch TV in that language (about 30 minutes a night)
Find some people who speak the language you want to learn and buy them drinks or coffee
Find websites to practice grammar and build your vocabulary
Learning another language is work, but if you put in the time and effort you will become fluent.
bonne chance

As a Language Instructor I'd tell you to practice, practice and practice! Start taking a course at a reputable Language Institution and then go all out; watch movies, listen to songs, read books, magazines and newspapers, all in the language you're trying to master. You should also try to speak as often as possible with native speakers or others who are also eager to learn this language. I guarantee you'll feel a huge improvement in just a couple of months.
Good luck:-)
Tip: Search on-line for websites that offer free lessons, mp3s, vocabulary and grammar exercises in the language you're learning.
