It is crazy, but they do that because people only want that much when on the run like at the gas station. More convient and they are willing to pay. It is awful though!

It also depends on where you shop.
At a convenience store, the 20-ounce bottles are almost always going to be more than the 2-liters there. The 20-ounce is likely going to be chilled, so the store has to spend money on refrigeration for your drink to be cool. Furthermore, the individual 12 to 20 ounce drinks in general sell more units in a convenience store as a principle of...well, convenience. And most convenience stores will run specials on 2-liters, 12-packs, etc. just to get some additional traffic into the store as well as the fact that they are contractually obligated to do so by Coke, Pepsi, etc. (a minimum order per shipment, if you will).
You might find individual 20-ouncers a bit cheaper in supermarkets, but those guys do a volume business anyway. And like I said earlier, it also depends on where you shop.

I have thought about that too. I think it's because most people will purchase the 20 Oz. because it's smaller and you can just drink it out of the bottle so people are more likely to buy it. With the 2 liter, you probably need cup unless you are very thirsty.

Yeah, I work at a place that sells dollar fifty 20 ouncers and sells 2 liters not a hundred yards away for less than a buck. The movie 'Idiocracy' explains it pretty well. Apparently, you kinda haveta be stupid (yeah, I make up my own words. Sue me.) to breed. So breeding favors the stupid. So there are more stupid people. Well, anything to keep humanity from curing cancer and inventing warp drive.

Most don't realize they are paying more. I buy the liter bottle and pour it in a large drinking bottle and have it all day. All I every do in the store is get extra ice for it. Works for me

I agree with the above answers, but you could also look at it as getting a good deal on the 2 liter. They could jack the price up a couple bucks then that would suck.

You are paying extra for convenience....it's easier to drink the 20 oz and it's also easier to carry. Ever hear of the term "large economy size"......you pay less because it's bulky and large.
