That would take alot of work and dogs are naturally scavengers. I would ask - why did your neighbors do that? Are your dogs outside all the time - do they bark all the time? I would seriously be concerned before I brought another puppy into this environment. If you get another dog - train it to be a nice dog - be a good neighbor and don't leave your dog outside all the time to annoy people.

I know there are some people just plain mean - but the majority of people that do that - do it because they are irritated by the dgos.

you can teach the dogs that food on the ground or human food in general is not for them. Human food and table scraps arent good for dogs. I admit its hard, our dogs get table scraps but we teach them that if food is on the floor or if something falls we say NO TOUCH. You teach to your dog by having a treat infront of their nose and if they act interested say no touch, if they try to grab it gently hit their nose and say no touch. Its very easy to teach. then put it on the ground in front of them and say no touch. Our dogs are so good that you can put on top of their muzzle and say no touch and they freeze until we say ok. Its pretty easy, just be consistant with the dogs. im very sorry about your rottweilers.

Consistency in your feeding style and food. No exceptions, use the same dish or something that the dog will learn he can only eat form that bowl and from what you feed him. NEVER allow another to give your dog food. Food should be taught it comes from your hand ONLY, never any exceptions!!!! You can use a veri-kennel to feed the dog in and make that the ritual, no exceptions!

Try not to feed your dog table scraps too often, but just in case something like that happens again, you should probably train your dag not to eat anything that is outside. I had to train my bulldog not to eat sticks and such, but she also knows that anything given to her inside the house is OK for her to eat.

Either make your wall taller or somehow train your dogs to only eat the food YOU give them.
