this usually happens when the chocolate has gotten too warm at some point and then cooled again

Chocolate sometimes turns whitish-gray, when improperly stored. This is known as 'bloom' and occurs when the cocoa butter crystals, within the chocolate bar, melt and migrate to the surface of the chocolate. A piece of chocolate that has bloomed, is not spoiled, but its texture is impaired.

It's when the chocolate gets old. They must have been on the shelf a long time. A candy bar I left in the sun in the car got like that once. The powder is just aging chocolate. You can send it back to M&M/Mars if you like. They garantee the freshness of their product.

The m & m's are coated with liquid sugar so they don't melt in your fingers / hand.
