I've said I love you three times in the last month to my boyfriend whom I've been dating for 9 months. The first time, he looked away and said don't say it, the 2nd time he looked at me, hesitated and said take care and last night I said it in french trying to make it a light statement and he held me tight till we fell asleep. He has been hurt before by his ex so he is scared of being hurt again. Do I continue saying it or don't say it again till he says it first? If I don't say it every-so-often I'm afraid he'll think I didn't mean it in the first place but if I do keep saying it every-so-often I'm afraid he'll think I'm pushing.

He is just wanting attention, and if thats the method hes going to go about it, dump him. Go out with me im 6'5" and ill do anything you want. ....Kidding

But seriously thats what he is doing is getting your attention in a negative way, and wanting you to feel sorry for him. I used to do the same kinda **** when i was 10!

Sometimes guys have a problem expressing with words. If hes showing love for you then dont worry about the verbal 3 little words.
I know you are dying to hear them from him and maybe eventually he will tell you that. Maybe he thinks if he says them he is promising you something hes not sure he wants to give.
I think that if you are showing him love in your ways it wont matter if you say it or not. If you are both comfortable and trusting in your relationship sometimes words get in the way if you know what I mean.
Still if you feel you need to say it, why stop? If you are feeling it it will make you feel alot better exressing it rather than clamming up- unless he expresses to you he doesnt like to hear it..then just SHOW him.

Just tell him that you are hurt by the way he won't accept you and tell him you know how hurt he was by his ex and that you will never do that to him. And then tell him you love him over and over until he falls asleep.

If he's very young, cut him some slack. He isn't ready for the intensity. If he's over 20, he may be trying to keep his options open.

Put out, then I bet he'll say it. I know I did when my gal put out.
