What colour do you think would be good for the skirting and staircase? I have wooden floors with blue red persian runner and will put a deep red carpet on the stairs with brass stair rods.

Have your paint store mix a slightly deeper shade of the "old english white".
The visual flow of the area will be much nicer, and your rug, and runner will not be in competition with the walls, and will instead stand out very nicely.
Add a few accessories like a large floor vase with some flowers to bring out one or two colors from the persian runner.

Dulux paint Almond white is really nice. Its more of a cream. Paint the skirting white as it opens it up and gives the illusion of more space. Also anything goes with it if you decide to change the decor.

From what you have described with out actually seeing it...I would have to say a sandy tan color would be nice! Are you going to be painting over old workwork? Maybe you shouldn't paint it...your colors sound beautiful!

if its a small halway, having it a ligher colour will make it feel more spacious and make it a warm tone of yellow to feel warmer

first you have to paint your hallway white then you can start to paint it , Burgundy or light brown(caramel)tan or off-white
