No; just general ethnicity. DNA is DNA, but most Canadians, for instance, have a mixture of European lines, as do most Americans. There are markers for Native Americans and Africans in the DNA, but distinguishing an American from a Canadian, or a Brit from a Frenchman, or a Swiss from a German can't be done via DNA.
The DNA company I used (and most, I believe) use a scraping from the inside of my cheek, not hair. They sent me a plastic "blade". It wasn't sharp - about like scraping my cheek with a plastic picnic spoon.

By taking a DNA sample from the hair and checking the ethnic
markers, it is possible.
But unless you request it and are willing to pay for the testing,
it likely that they will.
The problem arises when the population is more homogeneous,
not impossible but definitely more difficult.

depends on the hair. if DNA is present the can determine the most likely lineage based on comparitive samples. I don't know if a large enough database has been created to narrow it definitively, unless you're icelandic.
