I have always thought of those as learners this means if a person is learning to drive and they are practicing they have to have an adult to be with them to handle some situations. When the learner gets their licence they are on their own.

I'm not sure if this is the same thing, but I used to have a restricted license, and I could not drive at night. But I'm not sure if that's what is meant by conditional.

It means you can drive only under the conditions of the licence.

There are restrictions or stipulations you must abide by on your license. Such as to a from work, medical condition, or age.
