A person is acting like something that is smaller than what it is supposed to hold or cover.
Maybe a person is being more transparent than they think they are.
Talking about something in a macro way when they have micro knowledge.

Actually, back in my teenage years inside the fifties/sixties, when it started, it was said to effeminate males... who acted like a sissy, when man's work had to be done, or an urgent situation needed them to take control of themselves and they couldn't!
