I am getting a new camera which is MPEG convertable and I have Window's Movie Maker, but I wanted to know if there is a program with more advanced movie editing techniques and things of that nature.

Final Cut Pro is the only thing to use, but its Mac only. If your unfortanate enough to be stuck with Windows then Sony Vegas is tolerable.

Start out with Windows movie maker. It is one of the few windows programs that is pretty good. If you are serious about film i suggest you get a mac and use IMOVIE
