Because alot of aspiring actors/actresses moonlight as servers and the like, they might not really be considered professional waiters and bartenders, etc. Hence it's acceptable to short their gratuity. Kind of like, if you remember the old commercial, where the guy says "I'm not a doctor, but I play one on TV".
Not all humor is funny, sometimes at best, only thought provoking.
