A lovebird is one of the easiest to take care of in terms of feeding, cleaning the cage and attention. They are parrots so they do make a noise but not loud at all it you compare to others. You wont hear the bird through a closed door whereas something like a cocktoo your neighbour's neighbours will hear it. Feeding a lovebird is easy as it will do well on pellets, seed and some fresh fruit or veggies. They dont seem to throw pellets and things across the room. They dont destroy very much, toys last a long time for them. The females get very cheeky and seem to bite a lot if not handled every day. I don't have lovebirds anymore as I now prefer parrots with more personality like my suns, but they are seriously loud and take a lot more attention. Budgies/parakeets are also very easy to take care of.

I not have them, but, my sister had a pet shop years ago and Lovebirds. As stated in the first answer birds are messy, they crack open seed and then when they flap their wings, seed husks go everywhere. If, you only have one lovebird it my be more noisy. Lovebirds need a Lover!!!!! They pair for life. You can buy some clean thin plastic and make a 3-4 inch shield around the bottom of the cage and keep food below it and that help some to contain the mess. Water needs up high. Seed too actually, but, if you want to cut down on the mess then seed is low and NOT under a perch. But, I have found a small vacuum do a good clean up job, just get in the habit of using it regular.
I liked what "paradise islander" said and IT IS TRUE! Birds when allowed to fly free will eat and drink almost anything we do. I have had Parakeets that love Bacon and Eggs, Beer and Whiskey and they will get drunk. If, they fall into a glass grab the tail feathers and pull them out!

Lovebirds are great and they can become so attatched and Loyal to you. I have been a breeder of the Lovebirds and it is Great to see the youngsters and how good the parents are. BUT of all the birds I have raised, the Lovebirds are the messiest. The Female will continually shred paper. She does that with the intent to build nests. She is a great nest builder. Then in the nest boxes it is one of the biggest messes, I could ever see. If you clean their cages every other day, then the mess will not build up. But you need to clean at least three-four times a week, depending on how many you have. It is a good business to be in, by raisng Lovebirds. Learn to tell the differences of sex, without having to hire a Vet. They are good parents and I never found one dead chick. The Lovebirds love to take baths. Then they splash all over. I Love this type of bird. You can train them and they love to look you right in the eye. They make eye contact. The chicks are so cute.

They can be messy, they can be loud. They are not that hard to take care of. Just keep the cage clean and make sure they have fresh food and water daily. There are things that can be done to to keep the mess at a minimum.

Get two, but be prepared to separate them if necessary. One of my lovebirds picked the feathers off the other one.
They can be loud, but they are very intelligent.

Like above answer, but never forget to give them enough food every day, they burn so much energy that they will die within 36 hours when they have no food. Also watch your glass of beer, when they drink beer they can get so drunk that they fall in the glass and drown.

i breed love birds. they are smart, can talk, and most the time they are rule the roost type of bird. messy?YES!! loud? most of the time. but they alone... get to think of the person they are with as there mate. they are loyal,loving and full of it!! but they do require alot of attention if alone. if they pair up they are not as human smart as i like. but they are beautiful !! intelligent birds!! do i recommend them??YES!! to any one who has the time and attention they need.
