Strike up a casual conversation with him..get to know him as a friend..you don't have to literally make a move on him..that might be seen as too agressive. I'm a little old school when it comes to that kind of thing..and I believe that if a guy really likes you he will ask you out and make the move..all you need to do is make it obvious to him that you are interested.

You can do that by spending time with him for no apparent reason..make jokes, flirt a little, but don't make it blatantly obvious..

If he doesn't make a move after you have done this..you have to consider the fact that maybe he's just plain not interested..or is shy...if you are confident in yourself..ask him out on a casual date..the worst thing he can do is say no...

Talking is probably your best bet. Lead the conversation towards dating and BF, GF, stuff. For instance:
(YOU) "Hey I'd heard Jan and Rob starting dating and they're getting serious. Do you think they are good for each other?"
(Your BF) "Yeah I'm good wit dat" They look cool together"
(YOU) "Do you think you'd ever get close like that to someone?"
Or something like that. Lead it towards the TOPIC that you want See where the conversation goes. Really listen and lead without being too obvious. If he's interested you WILL know it. Most guys are pretty obvious and can be blunt. He may just say "YO, what are you doing Friday night?"

It's good to try and see how he feels about you first. Someone with this advice also said the L word. Love is not a light thing to be tossed around. And that word can scare away plenty of guys. I'm not saying never use it, all I'm saying don't use it from the start, before your even dating.

I personally can not think of a way that a girl could make a move on me that COULD scare me. Hmmm...just don't start chewing at their neck or anything.

Maybe try going out of your way nonchalantly and give him some special attention. And don't worry about scaring him because alot of guys thrive on attention

and if the guy is a little bit of a buffon and doesn't understand....
arrange a going out with many friends to a club for dancing (so it not like a date) and enchant him with your dance (it ALWAYS works with me!)

cuddle up to him and give him a soft kiss on his neck and then see how he responds. if he doesn't want to make a move then he won't, but if he does he'll know you're ready!

and if he does then ask him how much he loves you
then after he answers say that you love him so much and that u wanna kiss him and then if his reaction to that is good
