If you want to become friends with these strangers after meeting them once, then you're going to have to get their phone number after the first time you hang out with them. Start off the converation with basic things like, " Hi I'm ________. Nice to meet you." Talk about whatever comes to the conversation next. When it's over with, if you found something that you two could possibly do, say something like," Hey what's your number, we should ____________ sometime." The key is to be nice and friendly.

Why? If you are a natural extrovert, then there is no reason to question why.
If you are an introvert, or if you suffer from social anxiety, then by starting conversations with strangers is a way to overcome your problem.
Social Anxiety is a reason why some people are too self-absorbed. They are consumed by their own fear and discomfort. So much so, that they do not notice others. by focusing on others, one has less time and energy to be too self-absorbed.

It is okay to be a little flirt but just to get something started wouldn't use it as a main tool not cool. It also sounds like you might be a little shy. Find some thing that you have in commen sports or rock climbing.
