Having lived in a country where cats are regarded as vermin, i have a great deal of experience with ferals. The answer to your q is a big NO, they should not be hunted. Ferals live together in communities and if you have had the same opportunities as me to study their behaviour, you will find their qualities are extremely human, they are sentient beings who care for and look after each other. More effort should be put into care and accommodation, but hunting them should never be legal.

There are laws about discharging firearms, when, where, what kind, etc, most everywhere. Localities have different laws about which kinds of animals can roam and which can't. Just because an animal is roaming, doesn't mean it is feral. In most areas, even with confinement laws for dogs, cats are not required to be confined. There are ( most often inadequately staffed) local authorities to deal with problem roaming domestic or feral (non-native species normally domesticated but now homeless) animals.
Believe me, I am very sympathetic to this man. People often don't appreciate the damage outdoor cats can do, or loose dogs, either. I for one, think our native wild life should have proprietary rights in these matters, and we should be obligated to take action in their defense. Until that time, one should not give in to frustration. Discretion is required.

On problem here, how do you discriminate the difference between a Ferrel cat and someones pet that happens to be walking through your yard.
I think this legally killing of cats would open one big can of worms, Dog haters would be able to shoot dogs and the same with cats, I see the potential for this to get out of hand and could pit neighbor against neighbor with the possibility of violence.
Best to leave things as they are, let animal control do what the do best thus eliminating the possibility of someone getting shot for killing another persons pet.

I do TNR with feral cats. There will always be feral cats because there will always be lazy humans who do not fix their pets or abandon them. Feral cats are caused by humans. It is not their fault they breed and do what comes naturally. If everyone fixed their animals it would go a long way toward ending needless suffering.
That cat was killing to eat. It wasn't killing for the joy of killing the way the "professor" was. I am glad he was arrested.

Feral cats and dogs are dangerous. At the very least they spread disease. But, packs of feral dogs in particular have been known to attack humans. Of course that doesn't mean you should allow dangerous actions like discharging firearms in population areas but it does mean they need to be eliminated. Hunting them is not the issue. Hunting them in places where children may be playing, and could be shot by accident is very much the issue.
