Dr. Seuss wrote a book called "My Many Colored Days" that is excellent. It combines colors with emotions. My kids really like it, and so do I.
Another book is the classic "The Color Kittens" by Margaret Wise Brown.

I love "All the Colors of the Earth," by Sheila Hamanaka. I came across it more or less by accident and borrowed it from the library after my son became enthralled by its beautiful oil-painting pictures. Basically, it's about how children come in "all the colors of the earth." It has really vivid color imagery: "whispering golds of late summer grasses," "the tinkling pinks of tiny seashells by the rumbling sea," "the roaring browns of bears," and so on. Yeah, the diversity message is in-your-face, but it should be for kids -- and while it's in-your face, it's not shoved down your throat. And it's a great message. My 4-year-old loves it.

Eric Carle "Brown Bear, Brown Bear"
I can't remember the author, but it's "What Makes A Rainbow"
Truthfully, I think my almost 3 year old learned a lot of colors watching "Bob the Builder"

There's a board book in the kid's section call My First Colors. Also, in Richard Scarry's Best Storyrbook ever there's a great little story with them.
