He drinks from the faucet, even the toilet if the lid is left up :( and when given water in his bowl he plays with it, spilling it all over the kitchen floor in puddles. His appetite remains the same and there is no weight loss or gain. He eats and plays as he has always done.

How recent was the surgery? I found that with my dogs, after they got fixed, they were drinking water constantly. Maybe it is a side effect of the anaesthetic.

He could be diabetic. It is a good thing that he drinks a lot if he is healthy though...it prevents urinary tract problems. He could also be bored if he is playing with the water in his bowl. (He doesn't think about making a mess...have you ever seen a cat clean house? They just don't do it). And last but not least...cats just seem to have a facination with moving water. They also prefer FRESH water as opposed to water in a dish. Even if YOU don't consider toilet water drinkable, your cat does not know anything but the fact that the water is fresh. This could also explain why he plays with the water in his bowl rather than drinking it. I have found if they have a choice, they will take the fresh water almost every time.

Excessive thirst can be a sign of feline Chronic Renal Failure. http://www.felinecrf.com/what0.htm It's mostly a problem with older cats. I had a 10+ year old cat that did the same thing and it turned out he only had one partially functioning kidney. He spend most of his day in the tub. I have another cat who also acts like that but he was just at the vet and he's fine. He only drinks from the tub or kitchen sink. He's probably fine if this is his only "symptom". Make a vet appointment if you're really worried.

The cats I get fixed with TNR are always very thirsty coming back from the vet. I don't think they get any water after the surgery, I am not sure why, or maybe the anesthesia they use dries them out. Anyway, the first thing they head for when let out of the carrier is the water.

Could be 1 of 2 things... Either the younger male has been out hanging around a female in season and got her scent on him OR the dominance theory where by the older cat is mounting the younger male to assert himself as dominant over him

do you feed him mostly dry food?
that makes them more thirsty.
Cats prefer running water (faucet, toilet) as opposed to stagent water (water bowl)
My kitty always drinks out of the faucet....

That he seems to be as energetic as usual is a good sign. But take him to the vet: It could be a number of things that you'll need medical attention for.

Good luck!
