I am not a native speaker, my dobie has a garden of half an acre where he is always free, also in the house he is free. What do you call in english the chain or rope or whatever, that he has around his shoulders to walk with me on the streets ?

Either a collar (around the neck only) or a harness (above and balow shoulders) is used to attach a leash for walking. If your dobie is not used to either and has never been walked before, you might need to practice at home before you take him out into the public.

A collar is what goes around the dogs neck and a leash is the part the goes from the collar to your hand.
If you have something that goes around the dogs chest and neck it would be a harness.
