He is Muslim, but I doubt his parents taught him much about his faith if he doesn't do these things. InshAllah, he will se the truth and go back to the right path.

He still a Muslim, GOD will see him in the Last day, either punish him or forgive him , Also, he may after a period in his life turn to a good faithful person unless he converted to another religion which is very difficult to any Muslim to do this , Because any real Muslim is sure 100% that it is the right religion due to his studying in religion , not due to fear of others or government .

As long as he believe in Allah.
But being not as practicing muslim.
The solution to this is to ask forgiveness/repentance to Allah and take a U-Turn back to a practicing muslim. Atleast practice FIVE pillars of Islam to be under the boundary of Islam.

yes , he might be punished for not doing the prayers and fast ramadan since they are 2 of the piller , but as l;ong as he still believes in only one god , and muhammed is his messanger (pbuh), and stareted to repent and come back to good and be agood muslim , god willing , god may forgive, god is so merciful sister he says in the quran:
Verily, Allâh forgives not that partners should be set up with him in worship, but He forgives except that (anything else) to whom He pleases, and whoever sets up partners with Allâh in worship, he has indeed invented a tremendous sin. 4:48 An-Nisâ'
so there is always hope , but start!

Under these circumstances as you described, he is considered a Muslim only if he says he is. A Muslim, though obviously a bad one.

My take is that he's a Muslim, albeit a non-practising one. Ask him if he's been circumcised (I'm guessing that he has). Also, ask him if he eats only halal food. Most importantly, ask if he believes in the faith.
I guess what matters is why you are asking. Most people I know who are concerned with this are starting to date a Muslim, in which case it what matters more than whether he considers himself one is what his parents think, especially in marriage and children issues.

In my opinion absolutely not.Religion is not a blood type which can carry a DNA in one's body.It is a social influence however.Religiously
speaking we all born neutral and as we grow up
we pick up(...well,most people)from our society.
It's more like sports fans who support teams
within their area.
