A priest who violates the seal of confession is automatically excommunicated from the Catholic Church. This excommunication does not require the action of a bishop or anyone else. It is automatically in effect from the moment of the violation, and can be revoked only by the Pope. The actual text of Canon Law reads as follows:

Can. 983 ß1 The sacramental seal is inviolable. Accordingly, it is absolutely wrong for a confessor in any way to betray the penitent, for any reason whatsoever, whether by word or in any other fashion.

Can. 1388 ß1 A confessor who directly violates the sacramental seal, incurs a latae sententiae excommunication reserved to the Apostolic See; he who does so only indirectly is to be punished according to the gravity of the offence.

He is dismissed from his duties as a priest. This is something that happens very rarely as it is a grace provided by Jesus to forget confessions almost immediately after the person has left the confessional. A great Saint told his confessor that he had seen Jesus and talked to him. The confessor , of course, did not believe him so he said well, the next time you talk to him ask him what I confessed the last time I went to confession. The next time the Saint showed up for confession he was real nervous , but, when his confessor asked him what Jesus said (just knowing the guy was going to confess to making this up) The Saint said that Jesus said to tell you that he did not remember and oddly enough because of this answer the priest knew it was true because at the time that was something not revealed to the laity about the graces of forgetfulness.

Any violation of the sacramental seal of confession by a priest or bishop immediately results in excommunication.

Aside from spiritual penalties, I think he can be defrocked for that. It's a serious offense.
