Try the Grand Mercure Fortune Hotel on Ratchadapisek Road. It is located the Phra Ram 9 station of the subway and it's a 10 minute subway ride to Asok and sukhumvit and and another 10 minutes to Pratunam and MBK center. It's a 4 star hotel for around 31 pounds. Next door is a 5 story mall and an IT center for computers, phones, etc. There is also a Tesco-Lotus store at the far end. I stayed there once, it's nice. I had a room on the back side. I have heard the front side can be noisy. I usually stay at the Emerald Hotel up the street, it's a little cheaper and just as convenient to me.

I stay of Sukhumvit cause it's a bit noisy and smoggy down there.

There are numerous hotels to chose in Bangkok and there are also many shopping areas so it is a case of your personal preference. You can find many decent hotels for that price.

THE BEL-AIR PRINCESS just off sukhumvit rd it,s @ 100 yards from the main shopping area & the sky train & there a bar in same st called GULIVERS with free internet & good food ,there a supermaket across the road with a american style diner they also sell good food ( cheep), go to end of the st to sukhumvit road turn left and @ 200 yards theres ROBINSON department store which is great for ladies shoes - 199 bhat a pair , they have been 199 bhat for last 4 years

I stayed at the Viengtai Hotel just off Kao San Rd, Walk to river and monorail (only way to get around B/kok) Cant remember exact price, but pretty close to what yuor after. Has new pool now too.

Try hotel Tower Inn which is perfectly located in Silom Road. I also recomendo you check out www.asiarooms.com I´ve found GREAT deals there when I´ve traveled to Asia.
