I have to wait close to 5 minutes on startup before I can open anything. I have XP HE, and know the task bar on right side has a lot to do with it. Could it be Norton Anti-Virus?

Go to run in START MENU and TYPE IN msconfig

Then uncheck some of the programs you dont need to run.
Change from Norton Anti-virus if you can because it really slows down your computer start-up speed, use CA antivirus (free 1 year trial right now). good luck

I would also scan for spyware and any virus which might slow down the system and run Defragmenter in Start, Programs, Accessories, System tool.

check your startup manager & see what programs you have running automatically upon booting. disable the auto start on ones you dont need upon booting up.
