The other side of the coin is, in the new country you're not going to have ANY credit for 2 years. Unsecured creditors (ie. Visa, Mastercard, Amex, etc) are not likely to give you a card until you have at least 2 years worth of "existence" in the system of the new country you're in.
This means you need to, FIRST, get the equivilent of a Social Security Number so you're registered with the government. This might require some other immigration related paperwork first and could take months to get.
SECOND: use this number to open a bank account and put some money in it. Sometimes you can get a small line of credit or overdraft protection on it right away. My suggestion is use it as soon as you can and pay it off right away. The more times you use credit and pay it off, the more your rating notice your positive activity and will go up.
THIRD: get a job. No lending company is going to give you a card unless you can show a source of income--even if you're a full time student.
FOURTH: establish some sources of revolving credit... get a cell phone contract, open a public utility account (electricity, phone, cable, etc. under your name), etc.
FIFTH: once you've paid your bills ON TIME for at least 6 months and you hit your 2 year anniversary in your new country, you should be able to successfully apply for a credit card. I'd suggest going with a gas card or a department store.
Once you've got one of those... make some purchases and pay them off in full and on time every month for a couple of months. Then try for a major credit card. You can't expect much more than about $1,000 limit until you're in the system a little longer.

I think all you need to do is give them a change of address. But I hear tell if you run up bills here the credit card companies don't go after you in another country. They say it takes up too many resources. I saw a guy marry a girl here run up debt and go back to England and they still haven't done a thing to him. He is a real loser. btw she got stuck with the bills.

Not necessarily. However, in another country you could have no credit history -- which means that you will have to build your credit score from scratch and that could mean that you will have "bad" credit until you establish yourself.
