Photoshop full version, I haven't tried the cut down home version (Elements).
You go to a panel and change all the colour levels seperately. Its a bit long winded but it works.
I did a Photoshop course a couple of years ago. You zoom right in and work on individual pixels for a convincing result.
I tried The Gimp but it doesn't have the same capability (or if it has I haven't found it!) so you can't just adjust the green or blue channel. But you can fill in each pixel with a brush.

The programs don't really work.
You need the built in red eye reduction pre-flash. This is the only thing that. I found that's the only thing that works.
You will probably need to get a better camera. Kodak is good.

Adobe Photoshop CS or Elements. There should be an option for red eye removal. Alternately you can just use the colour replacement tool.

you need to use Microsoft workplace photograph supervisor. It comes by default with MS workplace kit. contained in the applying pass to photograph tab and you will discover an decision observed as crimson Eye removing.

Decent strobing flash or indirect flash works perfectly.

Instead you could just touch up pictures in Photoshop.
