Crate training. Without question the most effective way to housebreak your dog is to crate train it. There are dozens of books and trainers that will give you more information, but the basics are this:
Eating or drinking stimulates the puppy's need to go.
The puppy will not soil its own sleeping place.
Consistent praise or punishment will imprint in the puppy's mind what is appropriate or inappropriate behavior.
Don't forget that the dog's mom also praises an corrects the puppy, using "dog language," i.e. a growl or the mom using her mouth to pin the puppy from the neck, or licks and squeaks for encouragement or praise.
To crate train, initially when the dog is alone at home, when you're sleeping, or when you can't watch the dog, put him in the crate. When he is let out of the crate, he goes straight outside- you should watch and praise him when he goes. Right after eating, he goes outside and goes and gets praise. If in either instance he doesn't go, he goes back in the crate for 15 minutes. Then go outside again, repeating the cycle until he goes. It should only take a few repetitions of this cycle until you don't have to watch him outside- leave him for a few minutes, then let him in.
When he's inside, he MUST be watched. If he goes, a firm "NO" is given, pick him up by the scruff of his neck and put him outside. If he gets away with peeing or pooping in the house, he doesn't learn.

It may help to bring the pup back outside a few minutes after bringing her in.
I know it sounds silly but it sometimes forces a puppy into an, "oh, yea, I should have peed again" situation. Also, when you're outside for potty, don't let the trip be about anything but pottying. If you want to play, do that AFTER the dog pottys (as a reward).
Ive done it with four puppies now, and it seems to work.
Puppies, like children, get sidetracked. And it is sometimes only when their back inside the house they realize they need to pee.
Also, depending on the age of the pup, you may be expected too much too soon. A pup generally can only "hold" it's pee for the equivalent of one hour for each month of age. In this situation, crate training is extremely helpful, since any dog will try not to pee where it sleeps.
Hang in there, it takes time. But if you are consistent, the dog will learn.

In addition to all the other good advice, you need to make sure that the spot where they are "going" INSIDE is cleaned thoroughly so that they do not smell the urine and think that it is an OK spot to go. There are many products on the market that will erase any odor. If it is a carpet, try a little white vinegar mixed with a cup or two of water. Blot all the urine up , pour on the water/vinegar mix and blot that up. ( Test your carpet first in a small area to be sure it does not harm the carpet.)
Also -- don't know the age of your puppies, but some dogs will pee when they see you --it is called submissive urination. If you yell at them, they will just do it more to show you that you are the boss.

your dog may have kidney problems, could be one of your problems, or your dog could just have that stubborn streak coming out, I had a Shiba Inu do the exact same thing your dog did, its hard and takes a long time, but the only thing you can do is be on the dog 24/7 about its potty behavior, its hard because it may need a correction greatly here and there to get it through its little puppy brain not to eliminate in the house but outside when it is outside, we have a mini dachshund now and usually we tell him if you go in the house your going to get corrected so go outside and if you use key words like, inside potty, correction. Outside potty, good Girl/boy. I know sounds lame to some but it got him to go outside quicker than any other dog I have ever owned before. and it usually gets them knowing right from wrong in the where to eliminate stages of there puppyhood. Crate train him. Don't buy him a big crate or else he can pee in one spot and sleep in a clean spot. It has to be small enough so if he pees he will pee on himself. Dogs hate this and soon he will learn to go pee only outside. Do not let him have free run of the house EVER until he is trained to go outside 100% of the time. He has to earn the right to have free run. It took only 2 weeks for my Italian Greyhound to learn this and they are supposed to be the worst dogs to house train.

Crate them, til they are housebroken. Takes a few months for them to learn and to know the difference of where they can and can't pee.
