APO AE means Army Post Office Area Europe, this will route the mail to the main Postal distribution for military east of the Prime meridian. Navy uses FPO AE, or Fleet Post Office Area Eroupe. The correct form would in fact be APO, AE and the 5 digit zip code.
APO is Army Post Office
AE is Army (or Armed Forces) Europe (including deployment mail)
For future reference, AP is Armed Forces Pacific (my hubby had this "state" when he was in Korea). AA is Armed Forces Americas, but I haven't seen this one used yet.

All military mail I have ever seen is APO AE.
I'm a seller on e-bay and amazon, and I see a lot of military mail.
