because a lot of people hate lawyers, so if they were all at the bottom of the ocean, many people would be happy because they would be dead.

It means "kill all the lawyers!" thats why 1000 of them at the bottom of the ocean is a good START. Because there are sooo many of them lol.

it means they don't like lawyers, so you should add a lot more to the number of them at the bottom of the ocean. It's like when you're cleaning up something, and you made good headway but there's still a lot of mess left

Lawyers, I guess, are trained to deal with situations that seem hopeless...so being in an obviously hopeless situation, the lawyers would see that as a good place to start. Also, if a lawyer were to find itself in this bind, the only way is to struggle together until you rise to and break the surface.

People do not like lawyers, as they are viewed as rapacious vultures, and perhaps the world would be a better place without them.

Because there are zillions of attys and people don't trust them and thye are saying in the joke that they should all be down there, but 1000 is a good start.
